It's their stream, they can do w/e the hell they want. As long as they continue to pull in thousands of viewers (for reasons I can't fully comprehend), Bungie will continue to support them.
It's purely business. Do you honestly think Bungie would feature some respectable guy with 4 viewers over some loud idiot with 4000?
The blame doesn't lie with Bungie or the streamer, it lies with those 4k viewers.

Ugh, this "American Corporate Way" of thinking (btw family line has defended this country for decades) is totally wrong in the since that companies get a free pass to make a deal with the Devil just because it's "business". A developer and publisher making money off a product doesn't trump them supporting people that may be toxic to the community. Again, this idea that making money is the ultimate excuse for a company or someone to be a total ass is just stupid and wrong. There is NO excuse in my book.
