At the time, Halo was popular because there weren't a whole lot of console shooters with deep plots, and the graphics were good for it's time of release.
Since then many more great shooters have hit the scene. Halo's following has mostly to do with the fact that it's fans just haven't moved on to greener pastures, as they say.
Halo is a shooter for those who require a shield to remain competitive.

Shields are for players with slow reaction times who can't figure out they're getting shot at within the first five bullets. Halo is a shooter for players who require a crutch to be even remotely competitive.

Not even close to true, but whatever.... I guess twitch shooters take more skill now. Literally hide and seek tag with bullets. Halo emphasizes one v one combat, where you had to use your skill to kill the other one faster than he kills you by maintaining accuracy and precision throughout. You could even start to get attacked by someone, and if you're better you could still come out on top.

I honestly dont know many other shooters for console that are extremely competitive besides cod and battlefield. Any come to mind for you?
