Target aquisitio prevents headshots, there is recoil, rate of fire is low, and the scope is affected tremendously by bullets and movement.

Target acquisition helps keep you on target while they are moving and always aims to the center. All you have to do is aim up, which is why it makes head shots easy. Besides, you can just reroll scopes to the desired high acquisition low zoom power house that everyone wants.

Because They can, perhaps? Not to mention that those who don't have blink are more likely to use snipers.
