He was talking about detecting it. Like for instance, you get pulled over while driving under the influence of weed, they need to be able to detect it, though it would probably be obvious to a cop if someone is too stoned to be driving. Driving drunk is just as, if not worse than driving high, so I've always thought that was a terrible excuse to use against weed anyways.
