There is a perk that allows the Hammers to track, he did not have them on.

Edited by Ronin Tanuki: 9/26/2015 4:21:21 AMEven with the perk I find that the hammers track more noticeably at longer ranges. They simply don't have time to at close range. Even at longer ranges, though, the tracking is hardly a game changer. It's not very pronounced.
