Like what? More rules? Stricter rules? More mods? Longer bans?
"Better" moderation only goes so far. What good is it when people can easily and quickly make alts and go right back to what they were doing before?

Clearer rules, stricter rules, more moderators (a lot more) and IP bans. The average 12 year old troll doesn't know how to change his IP address. Those that do will most likely be in the minority and can be dealt with using the increased number of moderators.
