Quite good. 10 3oC will usually give you 2-3 exotic engrams.

I'm pretty unlucky then. It takes me at least seven 3oC to get an Exotic.

Or maybe I'm pretty lucky. Last 22 3oC I've used (bought 40 last Xur, have 18 now) gave me a 310 nighthawk, a 310 Claws of Ahamkara, a 290 Mask, a 290 Impossible Machines and a 290 HoTPF. Not even trying, just doing random blights while collecting materials for the swords

USUALLY. I had to use 12 last weekend before I got one.

That's exactly why I said usually. For me, they drop quite often when farming blight spots on planets... I would say 1 engram each 3 or 4 3oC. But the first time I tried it, took about 10 for the first drop. Then 2 more for the second, then 10 again for the third. Thing is, in the long run the average drop rate will be close to 1 engram each 3-5 3oC.
