Its illegal cuz a few companies wanted to control an entire market based in their industries by preventing a natural abundant resource being used to make their products.
Also to prevent people from publishing their own news and publications using cheap easy to make paper.
In other words;

Fascism; You can only do what the state allows or permits; blindly following their rules with out explanation or validation. Thats exactly what happens with regard to the legislation criminalizing marijuana
