Rasputin couldn't be hacked, he is so much more powerful than even the Vex. It's plausible that on Mars, he was communicating with the Psion Flayers, because they are slaves of the Cabal empire looking for freedom.

Yes, the Vex simulate every possible or plausible outcome, but a Warmind is designed to learn. Rasputin most of all as he had the most authority, able to control the whole solar system's defences against the Darkness.
