You know it is actually possible to balance both if you apply a little brain power. It's not about PVP itself, it's about crap devs.
Paradoxically the actual best way to build a combined PVP+PVE game is to design the PVP side first, [u]THEN[/u] build the PVE side around the power curve you've built for PVP.
