My friend got it... but she turned of the console before returning to orbit. I feel really bad for her. I really want it myself :(

No she won't. Haven't you seen what even Cosmo has said "always return to orbit to not lose any of your loot". I know she doesn't have it, not even the kiosk.

She should still get it as soon as she logs back in. Cozmo was only talking about items that drop in game like engrams and runes. He said that without going back to orbit before logging off, items on the ground may not make it to the "lost items" section at the postmaster
