The "same damage in a less amount of time" is a perfect solution. Less ticks but more burn damage. Unfortunately, bungee WILL destroy the subclass instead of just that one tweak.

Agreed. I'm perfectly fine with the damage it does - you ARE setting up 2 perks just for this. Just make the burn shorter, so you're not out of the fight for 15 seconds.

Yup. Do you know if "reduce solar damage" armor effects that? Haven't played in a long time.

Not sure, never really used those armor pieces.
