Of course it is going to be used in those events when it is the only Year 2 primary with burn on it. In fact, the opposite should be what they get from this. Instead of saying "see, burn primaries limit your weapon choice, since all of you are using Zhalo", it should be "Interesting, if we had other primaries with arc burn, maybe not everyone would be choosing Zhalo . . ."
