I don't think 'low power' means 'low health' - I think it just means the cannon fodder or 'minions' will be allies, so you could get a shank to fight for you but you wouldn't be able to melee a captain and all of a sudden he's trying to slash the boss in the name of Lord Saladin and his fallen comrades.

I'm hoping it works on all enemies bar special named enemies and bosses. But perhaps low power minions means minions that are lower light level compared to you?
