I don't think 'low power' means 'low health' - I think it just means the cannon fodder or 'minions' will be allies, so you could get a shank to fight for you but you wouldn't be able to melee a captain and all of a sudden he's trying to slash the boss in the name of Lord Saladin and his fallen comrades.
