Then carry over what, exactly? Just your level from 1-40 and subclass progress? That wouldn't be too bad, but if Bungie overhauled the subclasses or leveling system , then even that would cause some issues. It also would mean that Bungie would have to ensure that, from the outset, Destiny 2 is just as challenging and interesting for people carrying over maxxed characters as it is for newcomers.
