Pre-ordering may not affect the quality at release or the year 1 dlcs but it could affect future dlcs.
If enough people don't pre-order then they might decide they aren't going to have high enough sales to produce quality dlcs in year 2 so they might cut the budget for them.

Lol - all code already typed out - game already chopped up into DLC's The only thing it could potentially change is Destiny 3.
