Your assumption that there is some correlation between pre-orders and game quality is suspect.
There is no factual evidence to prove this. People keep referencing YouTube videos as if that means something.
By the time developers announce preorders, game development is mostly complete, back end fine tuning, tweaks, etc...
People keep ignoring the fact that game assets are sent to publishers which then work to have game disc created, packaged and shipped to thousands of distributors. Not to mention the shitshow when the game is released internationally. This takes months, not days or weeks.
Secondly, at least in the U.S., the development studios don't have access to preorder funds until after game release. Giving you ample time to review the game play the beta and determine if you want to keep or cancel your preorder. The burden is solely on the developer to provide the best possible product to ensure that the consumer wants to buy their product (read game)
