Needs to be around twice per game not once right at the end.

Then you must be playing terribly. You get your super just a bit after half. Around 40 to 50 ish points in a control game.

I have gotten 32 kills and gotten a super at around 60 points so i dont think I am playing terribly no

That's got to be a lie. Unless you have them triple capped the whole game and even then there's no way those numbers are real. Unless the real change to supers wasn't the passive cooldown but the effect kills have on it, which would make sense as a possible reason.
