I haven't ever experienced this but I have definitly seen some accounts that were very obviously doing it. If it really is as bad as some people make it out to be then getting stories posted about it would be the best way to see a result. When all the popular gaming news sites start running big stories about it they will be somewhat forced to respond in some form. If I can look at a game history and see that someone has been booting people they can definitly tell. But it's also on the community to record whatever evidence you can and submit it on bungie.net. in game reporting systems are useless because salty people just use them as an outlet for their anger.
