It has it in a sense: if you're 649 and recommended light is 650, you get wrecked; if you're 700 enemies are scaled up to 700. If you mean scale mechanics to one person that would be fun.

Scale the number of enemies to the number of people in the fireteam. Keep difficulty where it's at. Solo players do enjoy a challenge.
