I'm on Windows 7 as well.
If you run "destiny2.exe" directly instead of the launcher file, you will see that the missing DLL is:
api-ms-win-core-path-l1-1-0.dll
It is supposed to be part of the Microsoft Visual C++ Redistributable, but for some reason it is not installed, even with the latest version.
