They should not be banned as they are not modding the game or hacking but simply "abusing" game mechanics. Yes it is cheap, but everything they are doing is legal and does not infringe on terms of service.

Crota glitching by staying down is an issue with the game and sever mechanics. They are not modding or hacking the game

Technically it does. The TOS says purposely exploiting games to cheat is against the rules. It isn't listed in the Immediate Ban section but it does say multiple instances of any TOS violation can lead to a ban.

Fair point. I still feel they don't need to be banned and should not be banned at all. As long as they are not hacking or or modding the game which is illegal.

They should be temp banned. Maybe a week or two. That would teach them a lesson.
