Yes. It's called the Selective Service Act. If you don't, you can face a lot of trouble from different government bureaus, including the IRS, and can even be fined, possible jail time. It's a pretty serious thing.
But that's regardless, I'm just talking about a hypothetical situation where you would have already been signed up and drafted.
