I think Bungie did a lot of work on the game. I think they care about the feedback, but software changes are tough to make glitch free.
Game balance is hard to keep too.
I think Bungie is trying hard, but there is just a lot to do. Plus they want to make money on all the work they already did.
Industry wide issue really.
